What is the process for starting?

How old does my puppy have to be to start with your company?

Citizen Hound does not always have openings for dogs under approximately 18 months old, so families should inquire about puppy availability before planning a start date.
When an appropriate opening exists, Citizen Hound evaluates puppies individually rather than applying one universal minimum age. Readiness depends on health, vaccination status, temperament, physical development, and the type of care available.
Early socialization is important. The American Veterinary Society of Animal Behavior’s puppy socialization position statement recommends safe, controlled socialization before puppies are fully vaccinated. However, it also advises avoiding dog parks and unsanitized areas frequented by dogs of unknown health or vaccination status. This guidance is not blanket clearance for an unvaccinated puppy to attend outdoor group walks.
Citizen Hound may offer closely supervised, controlled introductions, including backpack transport where appropriate. Being on leash alone does not eliminate infectious-disease risk. Families should discuss the proposed environment and precautions with their veterinarian before starting.
When available, private puppy visits can begin around 10 weeks old and focus on potty breaks, positive-reinforcement training, and preparation for future group participation. I'd like private dog walking. Do you offer private visits?

During the approximately 10 a.m.–4 p.m. weekday operating window, Pack Leaders focus on group adventures rather than private walks. An exception may be available for puppy visits intended to prepare a dog for future group participation.

How do your prices compare with your competition?

The most useful comparison is with providers serving the same neighborhoods and offering approximately hour-long, off-leash group adventures with pickup and drop-off.

It is crucial to compare: group size, outing duration, staff preparation, transportation, backup arrangements, and cancellation policies—not simply the advertised price.
City-park outings with larger group sizes and less space, neighborhood leash walks, and app-based individual visits may follow different operating models. A lower-priced visit is not necessarily an equivalent service, and a per-walk rate should be compared with membership pricing using the same number of scheduled walks.

Question 7

How long are the outings?

Citizen Hound’s group adventures include at least one full hour of walking, exploration, and supervised off-leash activity. Pickup, transportation, and drop-off do not count toward that hour. 
Some other companies offer 30-minute or 45-minute walks. Citizen Hound’s owner has also repeatedly observed providers advertising an hour but delivering less. Families exploring options should ask directly whether the promised duration means actual walking time or includes transportation, and whether that duration is consistently delivered. Comparing prices without comparing actual outing length can make a shorter service appear to offer better value than it does.
Dogs are typically away from home for approximately two hours per outing, although the total varies with the route and the Pack Leader’s daily schedule. Two-Group members participate in both daily adventures and spend longer away from home.
Private and semi-private Outside Hours walk durations are agreed upon according to the dog’s needs and available scheduling.

What time are the walks/pickup?

Where are your outings?

Citizen Hound’s main adventure locations include Crissy Beach, Crissy Field, and the Presidio’s trails and clearings.

Routes may also include Fort Mason, Alta Plaza, Lafayette, Francisco Park, and other trails near the service area. Leash use and group size follow the rules applicable to each location.
The program includes beaches, wooded trails, open spaces, and outings in wet weather when conditions are safe. Locations vary according to the pack’s needs, weather, access, and field conditions.
Because these are shared group adventures, clients cannot request particular destinations or exclude beaches, forests, or other established walking areas. This ensures consistency for all clients, preventing conflicts arising from divergent expectations regarding our established walking areas. Families seeking those restrictions should choose a service whose locations consistently match their preferences.
Pack Leaders make reasonable efforts to clean them before drop-off, but outdoor adventures cannot guarantee a spotless dog or replace bathing and grooming.

Do you do training while you're out with the dogs? Mine needs work on a few things.

Pack Leaders receive extensive training in canine behavior and handling, but their role is to lead safe, fulfilling adventures—not provide dedicated training sessions. Attention must remain available to every dog, so a group walk cannot accommodate an extensive one-to-one training agenda.
Whether a particular goal can be supported depends on the behavior and the dog’s existing skills. For example, some dogs can improve their play manners within the program if they already stay engaged with the Pack Leader, remain with the group, respond to redirection, and can disengage from distractions.
Other behaviors require individual preparation or specialist help before group participation. Persistent herding or shepherding of packmates, including chasing, controlling their movement, or nipping, is not acceptable simply because it is associated with a dog’s breed.
Families should describe the specific behaviors they want help with. Citizen Hound can explain what may reasonably be reinforced during walks and what requires separate training.

How do you know all the dogs in groups will get along? How do you keep everything safe?

Trainees work alongside experienced Pack Leaders and may lead independently only after their skills have been observed and formally approved.
Citizen Hound also offers one of the small number of commercial dog-walker courses approved by San Francisco Animal Care and Control to satisfy the city’s training requirements. The internal employee-development program goes substantially beyond that approved course.

Is the walker consistent or will there be a mix of people walking my dog?

Over time, management may recommend a change as dogs join or leave, staff schedules evolve, or another pack becomes a better match. These decisions are thoughtful rather than routine rotation: the priority is keeping each dog comfortable, socially fulfilled, and safely supported.

How does "coverage" work when my walker is absent?

Citizen Hound’s coverage system is designed to keep care dependable when a primary Pack Leader is sick, on vacation, or otherwise unavailable. Supporting staff time off and a healthy work-life balance is part of maintaining a strong, reliable team.
Each dog has a designated backup Pack Leader and pack. The backup learns the dog’s handling needs, household access, and client preferences so coverage preserves as much familiarity and continuity as possible. Pack Leaders also regularly adventure together, helping dogs become comfortable with other members of the team.
When several employees are absent at once, the designated backup may also be unavailable or at capacity. Management then selects another trained Pack Leader and compatible group, considering the dog’s temperament, relationships, handling needs, and applicable group-size limits.
On a coverage day, clients can generally expect the covering Pack Leader to make contact between approximately 10 and 11 a.m., regardless of which adventure the dog attends. Advance notice is not always possible, particularly for unexpected absences; communication focuses on who is providing care rather than an employee’s private circumstances.
Dogs that require one particular handler or cannot comfortably transition between compatible groups may need a different care model. For dogs suited to the program, Citizen Hound’s established team and planned backup relationships provide a valuable alternative to canceled walks or unfamiliar last-minute substitutes.

Question 15

Do you have any breed restrictions?

Citizen Hound has no breed restrictions for private walks. For off-leash group adventures, certain breed restrictions apply, with limited exceptions for older, exceptionally mellow, well-socialized, and highly trained dogs.
The restricted breeds include Pit Bulls, Dobermans, Boxers, Bulldogs, German Shepherds, Belgian Malinois, Border Collies, Samoyeds, Huskies, and American-type Labrador Retrievers, as distinguished from the stockier English type. Shepherds and other herding breeds are also unsuitable if they herd, chase, nip, or attempt to control other dogs, or bring an intensity that does not comfortably fit the pack.
These restrictions reflect the demands of Citizen Hound’s particular program, not a judgment that these breeds cannot make wonderful companions. Each Pack Leader supervises six dogs off leash, so every participant must be comfortable sharing attention, responding reliably to guidance, and interacting safely without overwhelming the group.
Families may inquire about an exception if their dog is older, substantially mellower than is typical for the breed, comfortable around other dogs, and demonstrates an unusually strong level of training. Exceptions depend on the individual assessment and available pack dynamics; training alone does not establish suitability.
When the group program is not the right match, Citizen Hound may suggest private care or another professional whose services are better suited to the dog’s needs.

Can you feed my dog or give meds at pickup/drop off?

What days are you closed?

Unlike the majority of dog walking companies we never leave you without the coverage you pay for. We're only closed on major holidays or their observed dates.

Citizen Hound’s regular walking program operates Monday through Friday, except for the holiday closures listed below. Its team-based coverage system keeps walks running when individual Pack Leaders take vacations or sick leave, so clients do not need to arrange replacement care whenever their regular walker is away.

What gear do you need?

For most dogs, a properly fitted collar with current identification tags is all clients need to provide. Citizen Hound supplies leashes, waste bags, treats, and the other equipment used during adventures.
Dogs that pull strongly or need additional handling support may require a well-fitted harness or other agreed-upon equipment. Citizen Hound also has Gentle Leader headcollars available when appropriate, with fit and the dog’s comfort considered before use.
If a dog has food allergies or dietary restrictions, clients should tell the team before service begins. Families can supply approved treats so their dog can receive rewards without compromising dietary needs.

Question 19

Are there ever any injuries? How does insurance work?

Citizen Hound makes safety the foundation of every adventure through careful screening, compatible pack placement, extensive staff training, and active supervision. Even with these precautions, injuries can occur during running, wrestling, swimming, and exploring outdoors.
Think of the program as a supervised sports camp: professional guidance helps make participation safer, but energetic play still carries risks. Dogs make their own decisions, and an accidental injury does not automatically mean that a handler did something wrong.
If a dog is injured, the Pack Leader secures the group, assesses the situation, contacts management and the owner, and obtains veterinary care when warranted. Citizen Hound documents what happened and shares the available information, including which dogs were involved and any observed contributing behavior.
Citizen Hound’s liability insurance is not the same as pet health insurance. The company carries a $2 million liability policy, but this does not mean every veterinary bill is automatically covered. Whether a claim is covered depends on the circumstances and the policy’s terms, exclusions, and insurer’s assessment. Coverage should not be assumed for intentional or willful misconduct.
Owners may remain responsible for veterinary expenses arising from ordinary participation risks or their dog’s actions, subject to the enrollment agreement and applicable law. The agreement explains the program’s assumption-of-risk and financial-responsibility terms; it is not a substitute for Citizen Hound’s responsibility to provide professional care.
A dog’s own accident-and-illness insurance can provide a separate financial safety net for eligible veterinary expenses. Families should review deductibles, exclusions, waiting periods, and reimbursement limits rather than assuming all injuries are covered. Am I entering into a contract?

Accepted Answer

Citizen Hound does not require a long-term commitment, but clients do sign a service agreement covering membership terms, company policies, and responsibilities.
After a dog successfully completes the trial period, 30 days’ notice is required to suspend or end membership. This notice requirement does not apply during the trial.
With proper notice, clients pay for the remaining service period and can continue using their scheduled walks. Leaving or suspending membership without the required notice may result in a fee under Citizen Hound’s current policies.Membership reserves a place within the company’s packs, routes, staffing, and backup systems. Advance notice gives Citizen Hound time to offer that opening to another family and prepare for the change without an unexpected gap.
Clients should contact management as soon as a move, extended break, or other change becomes a possibility—even if the timing is uncertain. For example, a family beginning a home-buying process can share its plans before an offer closes, then keep management updated. Early communication allows everyone to plan fairly without requiring the family to have every detail settled.

Are there any other policies I should be aware of?

Citizen Hound generally sends one or two policy-update emails each year. Changed policies are announced by email and updated on the website and in Collar before enforcement begins, giving clients an opportunity to review the changes and ask questions.

What if I work from home, or work from office?

Citizen Hound works comfortably with office, work-from-home, and hybrid schedules. Pack Leaders routinely pick up and return dogs whether someone is home or the house is empty. Before the pandemic 99% of clients weren't home, so this is standard. 
For clients working from home, the team can offer a friendly hello or keep arrivals quiet and unobtrusive—“like ghosts”—to avoid interrupting meetings or concentration. Access instructions and household preferences are established during enrollment so clients do not need to personally answer the door.The dog simply needs to be ready and accessible for the scheduled pickup. Clients can go about their day knowing the team understands the household’s routine.

Question 23

If I'm starting after the month begins will I still pay the monthly package rate?

Accepted Answer

No. If service begins partway through a month, Citizen Hound prorates the initial membership charge. Clients do not need to wait until the first of the month to start, provided screening is complete and a suitable opening is available.
The same applies to the first month back after a membership suspension arranged with the required 30 days’ notice. Once membership is underway, the regular monthly rate applies; individual cancellations and unused walks do not reduce that rate.

Question 24

If I miss any walks in a month is my bill prorated?

Accepted Answer

No. Missed or canceled walks do not reduce the monthly membership bill or accumulate as credits. Membership reserves the dog’s ongoing place within Citizen Hound’s packs, staffing, routes, transportation, and backup systems.
The model is similar to a child’s daycare tuition: payment maintains a dependable place in the program, rather than purchasing individual days of attendance. It is designed for families who need recurring weekday care, with monthly pricing that reflects that ongoing commitment.
For a planned low-use month, clients can temporarily switch to Ad Hoc pricing. This can be useful for travel, surgery recovery, or another short-term change. Clients must explicitly tell management they want to “switch to Ad Hoc” or “switch plans” before the month begins. Canceling walks or mentioning travel alone does not request a pricing change.

Yes. Families who need care beyond their dog’s usual group adventure have two options, depending on availability.
An additional Outside Hours walk can provide another outing or potty break before or after the regular walking day. Visit the Rates page for current options and pricing.
A walk-day extension may also be arranged independently with a participating staff sitter. This can involve the dog spending additional time at the sitter’s home after the adventure, or care in the client’s home when available. These arrangements are made directly with the sitter and are not managed, billed, or supervised by Citizen Hound.
Before booking an extension, the sitter confirms availability, location, collection arrangements, and pricing, including when extended care becomes an overnight stay. Clients generally collect their dog from the sitter’s home unless transportation is expressly arranged.

The day begins around 9:30–10 a.m., when the dog’s regular Pack Leader starts collecting the first group from their homes. Pickup routes are organized around the scheduled dogs and their addresses, so clients do not need to be home or personally answer the door.
Once the pack is aboard, the Pack Leader drives to an adventure location—primarily Crissy Field or the Presidio—for the first outing, which begins around 11 a.m. Each adventure includes at least one full hour of walking, exploring, and play, with active supervision and training reinforced throughout.
Afterward, the Pack Leader provides a reasonable cleanup and begins returning dogs home while collecting participants for the second adventure, which starts around 2 p.m. Dogs on the 2 Group membership attend both adventures and remain with their Pack Leader during the midday transportation routes.
Pickup and return times depend on the dog’s address, pack placement, and that day’s route. Transportation adds to the time away from home; it is separate from the full hour provided for each adventure. The team establishes household access instructions and discusses the likely arrival windows during enrollment.

The "screener," or more playfully called the "vibe check," is an in-field assessment conducted during a real weekday adventure. After the initial phone consultation, the client and dog join a manager, the Pack Leader believed to be the best match, and members of that Pack Leader’s actual group. This allows Citizen Hound to observe the dog’s behavior in a realistic setting while the client meets the likely Pack Leader and sees the prospective pack in action.The team evaluates social behavior, energy and play style, responsiveness, recall potential, handling comfort, environmental awareness, and the dog’s ability to remain engaged without requiring more than a reasonable share of the handler’s attention. Citizen Hound also considers whether the available pack provides the right combination of personalities, activity levels, and relationships, or if another opening would be more appropriate, should one exist.Passing the screener begins a two- to four-week trial period, rather than guaranteeing permanent placement. The dog is introduced gradually and remains leashed for at least the initial week while the team evaluates transportation, transitions, routine, recall, pack relationships, and behavior across multiple outings. Off-leash freedom is introduced only when the Pack Leader believes the dog is ready. Often, as dogs become comfortable, we learn much more information to gauge readiness for our activities than the short screener could provide. During the trial, Citizen Hound may adjust the dog’s pack placement, recommend additional preparation, or conclude that another form of care would be safer or more appropriate. Not every dog is suited to off-leash group walking, and a declined placement is not a judgment that the dog is bad or untrainable. Sometimes we simply don't have the right opening for a particular dog at a particular time. Clients may also decide during the trial that the program is not the right fit.
