01 STAFF TRAINING & CREDENTIALS
Preparation, evaluation, and professional qualification.
1 How are Citizen Hound Pack Leaders trained?
Citizen Hound Pack Leaders complete an unusually extensive training program lasting approximately 90 days, or roughly 600 hours. Every training day combines assigned reading or video instruction with supervised, hands-on fieldwork under the mentorship of Citizen Hound's team trainers. The curriculum covers canine behavior and health, group movement and handling, recall and other learned behaviors, safe pickup and drop-off, vehicle routines, equipment and tools, client communication, emergency response, route organization, and Citizen Hound's detailed operating procedures. It incorporates Citizen Hound's approved Commercial Dog Walker Training Course but extends far beyond the 20 hours required for public certification. Trainees progress through observation, guided practice, repeated feedback, and formal evaluation. They do not lead off-leash packs independently until management has directly observed their performance, authorized each new level of responsibility, and confirmed that they meet Citizen Hound's standards.
2 Are Citizen Hound walkers certified?
Yes. Citizen Hound Pack Leaders complete the company's approved Commercial Dog Walker Training curriculum and earn the certification required for permitted commercial dog walking. Citizen Hound's course is one of only roughly a dozen programs approved by San Francisco Animal Care and Control and recognized by the National Park Service and Presidio Trust for this purpose. That certification represents only one component of Citizen Hound's internal preparation. Pack Leaders continue through an approximately 90-day, 600-hour Trainee and Dogtoral Candidate program that includes instruction, supervised fieldwork, repeated feedback, and management evaluation before they may work independently. Citizen Hound is also led by owner David Levin, CPDT-KA, a Certified Professional Dog Trainer–Knowledge Assessed. Individual Pack Leaders should not all be described as CPDT-certified unless they separately hold that credential; they are certified commercial dog walkers trained within a dog-training-informed operating system led by a CPDT-KA.
3 Is CH's training endorsed by San Francisco Animal Care and Control?
Yes, in a specific and meaningful way. Citizen Hound's Commercial Dog Walker Training Courses are approved by San Francisco Animal Care and Control to satisfy the training requirements of CCSF Health Code Article 39, sections 3906(a)(1) and 3906(a)(2). Citizen Hound is one of only roughly a dozen approved course providers in the Bay Area, despite the region having hundreds of dog-care businesses. The 20- and 40-hour courses are public programs that individuals can purchase to satisfy the city's commercial dog-walker training requirement. Citizen Hound employees receive that approved curriculum as one component of the company's much more extensive internal Trainee and Dogtoral Candidate program. Rather than stopping after 20 or 40 hours, Citizen Hound Pack Leaders undergo approximately 90 days—or roughly 600 hours—of instruction, supervised fieldwork, feedback, and evaluation. This depth of preparation goes far beyond the city's baseline requirement and represents one of Citizen Hound's greatest operational strengths.
4 How does Citizen Hound screen and train staff?
Citizen Hound uses a rigorous, multi-stage hiring process involving multiple members of management. Candidates participate in structured behavioral and chronological interviews designed to identify demonstrated patterns of reliability, judgment, communication, organization, initiative, accountability, and decision-making—not merely enthusiasm for dogs or the ability to interview well. The process also assesses driving eligibility, comfort with demanding outdoor work, and the ability to learn and follow a detailed operating system consistently. Citizen Hound conducts mandatory reference checks with former supervisors and employee background checks through ADP. Candidates must therefore earn confidence through several independent layers rather than one interview or personal reference. Selected candidates enter an extensive training program combining formal instruction, field observation, hands-on supervised practice, repeated feedback, and performance evaluations. Citizen Hound is looking for more than people who like dogs: Pack Leaders must be organized, action-oriented professionals who communicate promptly, notice subtle changes, follow procedures consistently, and make sound decisions as conditions change.
02 PACK SUPERVISION & GROUP SAFETY
Small groups, familiar handlers, and early intervention.
5 Who supervises group adventures?
Every routine pack is led by a trained primary Pack Leader who knows the dogs and their established dynamics. When that person is absent, each dog has a dedicated backup walker who has become familiar with the dog by working alongside the primary. Citizen Hound's field management knows the packs and clients, coordinates coverage, helps onboard employees, observes field performance, and maintains consistency throughout the company.
6 How many dogs does one walker handle?
Each Citizen Hound pack has six regular membership spots, and the standard operating ratio is six dogs per Pack Leader. Citizen Hound's primary walking locations require a 6:1 ratio, which the company follows. During staff absences, dogs are reassigned to their dedicated backup Pack Leaders rather than unfamiliar walkers. This can occasionally bring an individual walker's temporary group to seven or eight dogs if none of the primary group are absent, in which case the group must use a location where an 8:1 ratio is permitted. However, management redistributes dogs and coordinates walking partners to balance workloads, preserve familiar relationships, and maintain an effective 6:1 ratio across the team whenever possible so the primary locations can continue to be used.
7 How does Citizen Hound handle dog fights or emergencies?
Prevention comes first. Thoughtful initial and ongoing screening, compatible packs, trained observation, early interruption of unhealthy dynamics, and clear handling routines all reduce the likelihood of a serious incident. If a conflict or other emergency occurs, the Pack Leader intervenes using the safest practical trained method, safeguards the other pack members, assesses the dogs and surroundings, contacts management, and obtains veterinary or emergency assistance when needed. The incident is documented, owners are informed, and management determines what changes must be made before the dog returns—or whether removal from the program is necessary. Citizen Hound maintains a three-strike maximum, but three strikes are not guaranteed. A dog may be removed sooner when a single incident or pattern of behavior presents an unacceptable safety risk. With these preventive and responsive systems in place, dog fights—and especially serious fights—are rare.
8 What happens if my dog gets injured?
The Pack Leader first stabilizes the situation according to emergency training and evaluates the apparent severity. Pack Leaders contact management and the owner, follow established procedures when neither can immediately be reached, and obtain veterinary care when circumstances warrant it. Citizen Hound's Field Manager can assist during emergencies, and all staff are trained to pause ordinary service and help when an emergency requires it. Minor injuries are reported rather than quietly ignored. Afterward, the event is documented and reviewed so that follow-up care, pack placement, route conditions, and any preventive changes can be considered.
9 How does Citizen Hound manage dogs with behavioral challenges?
Citizen Hound begins by identifying the specific behavior, its triggers, its intensity, and whether the dog can recover and respond to guidance. Management may adjust the dog's pack, environment, handling plan, or level of supervision. Internal systems track relevant history, triggers, progress, and communications so that appropriate staff remain informed. Limited concerns can often be managed through consistent routines and reinforcement. More serious behavior may require private care or professional training before pack participation. Citizen Hound does not treat every challenge as identical or promise that exercise alone will solve it.
10 How does CH prevent bullying or unhealthy pack dynamics?
Good socialization is not unmanaged play. Pack Leaders look for healthy reciprocation and prosocial behavior while also watching for repeated targeting, cornering, mounting, guarding, overwhelming chase, inability to disengage, or signs that one dog is no longer enjoying an interaction. They interrupt early, redirect behavior, create space, and change the pack or plan when necessary. Because every pack has a regular Pack Leader, changes in normal behavior are easier to recognize than they would be in a constantly rotating environment. Citizen Hound's larger number of packs also allows management to design groups intentionally and create more positive experiences for individual dogs.
03 TRANSPORTATION, COMMUNICATION & HOME ACCESS
Careful routines before, during, and after every adventure.
11 Are dogs transported during off-leash adventures?
Yes. Home pickup, transportation, and drop-off are included in the service. Dogs normally ride freely inside Citizen Hound's air-conditioned vans so they can settle and travel as a familiar pack. Crates or restraints can be used when an owner requests them or when an individual dog needs separation for comfort or compatibility. Dogs that are uncomfortable in vehicles should be discussed during screening so that an appropriate plan can be considered.
12 How does Citizen Hound manage vehicle temperature?
San Francisco's temperate climate reduces the frequency of extreme vehicle temperatures. Citizen Hound's vans are equipped with air conditioning, and some preferred walking locations provide shaded parking and trails. Pack Leaders remain responsible for observing conditions and the dogs rather than assuming that the weather is automatically safe. Current heat, smoke, weather, and service-modification policies should remain on the live FAQ so clients can consult the latest standards.
13 How does Citizen Hound keep owners updated?
Clients receive the actual phone numbers of the Pack Leaders who care for their dogs, and text messaging is the primary method for sharing photographs, videos, daily reports, and everyday customer service. This creates a simple, natural line of communication and reflects the trust Citizen Hound places in the relationships between clients and their walkers. The client platform is used primarily for scheduling and billing, while email connects clients with management and scheduling teams for broader service information and important company communications.
14 How are keys and access information protected?
Citizen Hound treats home access as a core safety responsibility. Keys, codes, lockboxes, and entry instructions are documented in Collar, Citizen Hound's password-protected client-management system, and handled according to detailed internal procedures. Staff are trained to maintain physical control of keys during routes rather than placing them on unsecured surfaces, and key markers never contain identifying information. Clients should provide accurate access instructions, required backups, and prompt notice of any change.
04 ACCOUNTABILITY & TRUST
Professional safeguards backed by observable systems.
15 Is Citizen Hound insured, and are employees background-checked?
Yes. Citizen Hound carries liability insurance and bonding through a leading pet-business insurer, and employee background checks are conducted through ADP, one of the country's largest and most established payroll and human-resources providers. A background check is only one layer of Citizen Hound's hiring system. Candidates move through a rigorous, multi-stage process involving multiple members of management. Structured behavioral and chronological interviews examine patterns of performance, judgment, accountability, and communication—not simply whether someone interviews well. Citizen Hound also conducts mandatory reference checks with former supervisors rather than relying only on candidates' selected personal references. These safeguards work alongside extensive field training, management supervision, standardized procedures, and ongoing performance feedback. No single interview, reference, background check, or insurance policy creates trust by itself; the strength comes from an operating system in which multiple independent layers support the same conclusion.
16 Why should I trust Citizen Hound with my dog?
Trust should rest on established systems, not marketing alone. Citizen Hound has served dogs since 2003 and operated under current management since 2011. The company is led by a Certified Professional Dog Trainer, maintains six regular membership spots per pack, invests approximately 90 days in Pack Leader preparation, provides dedicated primary and backup walkers, carries insurance and bonding, conducts background checks, and has earned extensive independently linked reviews and recognition. Most importantly, Citizen Hound's operating philosophy is to actively build relationships—with dogs, their people, and the team responsible for their care. The company has formed relationships with more than 1,000 current and former neighbors in its service area while earning hundreds of substantive five-star reviews and recommendations.
